During the past week one of the announcements that had the most impact was the presentation of the 2018-2021 Housing Plan that the Executive wants to launch next year.

He is the heir of the old housing plan 2013-2016, and the draft plans a wide variety of grants for purchase, rent, renovations or renovations.

The objective is to help two population groups, those under 35 and those over 65, considered as the groups with less resources and more vulnerable.

Specifically, it presents 5 areas on which aid is raised:

  1. Subsidiation. This program will be articulated in the form of financial aid for the payment of the agreed loan installments regulated in previous housing plans that are still in force in accordance with the applicable regulations. It should be borne in mind that the loans agreed upon are those granted to purchasers of officially protected housing and developers of protected housing for rent, so it is a limited item.

  1. Rent. This item is one of the “main courses” of this housing plan, since one of the objectives of the Executive is to increase the percentage of people living on rent. The first program of this block is rental assistance to citizens with economic difficulties; the criteria that would be followed would be people with incomes less than 3 times the IPREM, that the leased housing be the habitual and permanent domicile; not being homeowners or homeowners. The amount of the aid will be 40% of the rental income, the limit being an income below € 600 per month (or up to € 900 in justified cases).

The second program has both public and private housing developers as beneficiaries, IN ORDER TO CREATE a rental housing stock. The amount of the aid may vary depending on the option chosen. The Option 1 up to € 300 / m2 with a limit of 40% of the investment and € 31.500 / house; the Option 2, increases the amount of aid to € 350 / m2 with a limit of 50% of the investment and € 36.750 / house.

The requirements for developers to access the aid also provide for two options, both with the presumption that the homes are rented for 25 years. In Option 1, tenants with income up to 4.5 times the IPREM, the maximum price will be € 7 month / m2 useful, plus 60% per m2 of garage or storage room. In Option 2, tenants with income up to 3 times the IPREM, maximum rental price € 5.5 month / m2 useful, plus 60% per m2 of garage or storage room.

The last program of this block is to help people who are in a situation of eviction from their usual home. It will use the vacant and available dwellings of the SAREB and of the financial entities to be occupied on a rental basis, providing financial assistance to it. The beneficiaries of this assistance will be tenants or owners who have been evicted, with incomes below 3 IPREM and without housing availability. The rental price should be between 140 and 400 euros per month and the help would be given for 2 years.

  1. Rehabilitation. This aims to support the rehabilitation of homes to improve energy efficiency, with grants of up to € 12.000 / housing for single-family homes, up to € 8.000 / housing and € 80 / m2 of premises.

It also supports the conservation and improvement of accessibility; The grants are up to € 2.000 / housing in case of conservation only and up to € 6.000 / housing being only for accessibility or conservation and accessibility.

In both programs the limit is 40% of the investment in general or 75% of the investment in case of having income less than 3 times the IPREM or if accessibility works are also carried out.

  1. Youngsters. The most ambitious program that complements the rental program is that of helping young people to rent or purchase housing. The beneficiaries will be young people up to 35 years; The amount of the rental assistance will be 50% of the monthly rent. For rentals that are between 600 and 900 euros per month there will be a 30% increase in aid for the amount included in that tranche.

For the acquisition, the aid will be up to € 10.800 with the limit of 20% of the purchase price.

In both cases the income must be less than 3 IPREM and the housing must be the habitual residence.

  1. Greater. Two programs for another of the most disadvantaged groups. The first program aims to promote residential buildings and complexes that have adequate common facilities and services for the elderly, most of the beneficiaries are the Administrations or NGOs declared of public utility.

On the other hand, rental assistance and housing maintenance expenses for people over 65 are projected. The executive provides up to 50% of the monthly rent or up to € 200 / month for maintenance, community or supplies expenses

This housing plan that we have summarized here is still a mere proposal from the Central Executive that has yet to be discussed and agreed by the Autonomous Communities and the Congress; Hopefully your approval will finally arrive and we will continue to inform you once we have more information about it.
