Are we facing a system change? The great modification of the so-called new pension reform, which should actually be called the last modification of the public pension system, since this reform began with Law 21/2021 and its current modification, RD-Law 2/2023, does not It will be the last, it focuses rather on the modification of the financing system.
Three measures are established to try to achieve the sustainability of the public pension system:
- Modification of the Intergenerational Equity Mechanism, going from 0,60% to 1,20% in 6 years.
- Progressive capping of the maximum contribution bases.
- New additional contribution for solidarity.
This makes us wonder if we are not really facing a change in the system, going from a contributory system to a more welfare system, in which the collection of benefits/pensions is increasingly separated from the payment of contributions or from the established proportionalities Until now.
